You can also use a router or a soldering gun.

There is no "best" way... there are different ways... it all depends upon what finished look you would like to have.

Router -- usually used with a pattern, or jig.
Laser -- This is run by a computer...not a cheap investment, but you can get exact copies over and over again.
Carving -- There are a variety of carving tools and techniques.
Sandblasting -- A protective coating is placed over the wood, and the design is cut into it.... anywhere the coating is removed, the sandblaster will remove the wood.
Wood burning -- a tool similar to a solder gun is used to burn into the wood... there are usually several different kinds of tips for this.

Now, if you wanted to do this on a commercial scale, then you could get a special EDM machine which would actually press the pattern into the stock.

So -- a lot of what is "best" depends on what you want it to look like, and how many do you want to make? As for a chemical -- that would actually be the worst method.... you're talking about using an acid... and how much it eats at the wood will depend greatly on the density of the wood, and moisture content.

If you want to provide some more details, then we can help you select which of the above methods are most likely to achieve the desired results.

If its soft wood, anything will scratch it. So you could use a nail. If your wanting an actual design in the wood, I would suggest and chisel.
