A training manual for a hotel would be copyrighted by the hotel company. It is considered intellectual property and/or a trade secret that they would not want to have published made available for all their competitors to have.

You might try some universities that offer degree programs in Hospitality. They might have case studies or text books in their curriculm covering areas for organization and training.
