Probably because they *have* gotten away with it.

If you find yourself dealing with someone who is rude in a personal situation, then tell them they are being rude, and you'd rather not deal with that. Be willing to walk away.

If you encounter rude people at work, you have a couple options. You can try the easiest way to fluff them off, and get your manager to deal with them- especially if they swear.
You can be unfailingly polite, nice, smiling. That tends to either remind them to behave, or they try to complain about you. What are they going to say? ("They were too... nice.")

If you get rude in return, it tends to escalate the situation.

They think that's just going to be part of their personality and people will just think that's who they are and there's nothing wrong with it.

In reality, there are two outcomes possible: either they're so rude that people don't like them and they end up being lonely and sad, or else people have to talk to them and deal with them for one reason or other, so they end up still having a life, but their rudeness itself ends up hurting their happiness. They end up feeling like they have to be rude to everyone.

Of course, some people grow out of rudeness, those are the lucky ones.

Because they do get away with it. If it bothers you, don't let them get away with it. Be as rude as they are, but call it forthright, and tell them! People like this continue because no one has the guts to call them on it. It's control through intimidation and you can be the one to call them on it. It's sort of like punching the school bully in the gut - they never expect it and will never bother you again.

Polite people, don't point out rudeness in others. THAT WOULD BE RUDE! Rude people are annoying, though, huh?
Rude people continue to be rude because being polite is not worth the effert or they are ignorant to the situation.

Because they know you're still talking about it now, even after they have left. Pay them no mind and they will not have currency to get your attention.

Because you don't call them on it. If you tell them to slow that down in a stern manner or be nice to them, that works.
