Thrifty, doesn't want to spend a lot of money on the unnecessary things, or is resourceful in such a way that he/she uses whatever resources is around to get/ make what they want without spending too much/ any money trying to get it . The more extreme term for frugal is MISER, someone who doesn't spend money on anything, not even the bare necessities.

thrifty, economical, provident, and parsimonious all mean frugal, but in different ways.
thrifty implies hard work and good managment as a means to prosperitry. thrifty person spends only what is necessary and dilligently saves the rest.
economical implies the use of money or resources in the most advantagous way. an economical car uses fuel efficiently.
provident suggests providing for the future. the provident person spends carefully with a mind toward what may be needed later.
parsimonious means extremely frugal, stingy, miserly. the parsimonious person keeps a weary eye on every penny.

frugal may also be used to mean involving little expense, not wasteful or lavish. a frugal meal is an economical, no thrills meal. flying coach rather then first class is a more frugal way to travel

Frugal means you are tight, with your money. Well, it actually means you are a good spender, spend economically But most people connotate frugal with very tight and cheap with your money

frugal basically means somthing that is economical, something cheap. the word has been popularized by the google shopping website, froogle.com. google defines froogle as smart shopping through google.
