They don't. They may be able to produce some fluid, but it will not be semen, since the testicles are the things that produce semen and they are removed in a neuter. The dog has a gland, the bulbouretheral gland. That is what swells and forms the tie with the female. that, being a gland, can secrete some fluid, but no semen.

Yeah...some fluid is produced by all the glands in the reproductive tract. the prostate will produce some fluid also. There will be no sperm in it, but there can still be some fluid, just like in a human vasectomy. The cord is cut to the testes so there will be no sperm, but the male can still ejaculate. In dogs however, the sex drive is eliminated due to the removal of the testicles. So the dog should not be ejaculating at all. Unless it is a recent neuter. Then the dog can still have sperm in the "tubes" for a while.

well as far as i know about humans and assume it works the same with animals.... Seemen is produced in the prostate. When an animal is neutered they just cut off circulation of blood to that area(they dont do that in humans) So that area shrinks and goes away.... but when dogs are neutered they DO NOT do anything to the prostate so it will still produce seemen, Just no sperm
