A "cheap" and "best" anything does not exist. However, some good values around the $2500 mark do exist. I'm going to assume you are using this for home theater and HDTV so I'm only going to recommend units that have a 16:9 aspect ratio.

They are:
Mitsubishi HC3000U - good color balance and decent light output; DLP

Sony VPL-HS60 - the HS51 was voted the best projector in it's category by the video magazine The Perfect Vision. This unit has a much better rated contrast ratio, so should be even better; LCD.

I think the best buy is the Sony VPL-VW100 @ $10,000. That ain't cheap but it really should be priced much higher for the picture quality and features, so it's a steal at that price.

go for a DLP one with a decent contrast of say 2000:1. I have an IBM iLV300 Projector and would highly reccomend it to anyone. I watch movies, play computer and playstation games on it and it is superb for presentations too.

it is exactly the same model as the InFocus X1 made under licence to IBM.

You should look to pay about 600 dollars for this projector.

it's 500 at BHPHOTO.COM
It's a couple of years old but i had one, that i paid 1300. when the bulb broke (bulb is 300) i decided to just buy another projector. i am so happy with it.
It's not that bright (700 lumens) but perfect for my living room, with a good DaLite screen.
It's one of the few projectors designed for watching movies: widescreen natively and whisper quiet fan.
Also has vertical AND horizontal lens shift.
