It is from the Great Mark Twain! He is the first.
The RIGHT Version of the quote is:
"“It is better to keep your mouth shut and appear stupid than to open it and remove all doubt.”
But many quoted him without saying that they're making a Mark Twin Quote.
It is so POPULAR as Mark Twain ever is!
No need to mention his name, most listeners understood it without telling.
