that has to be discussed before the child heads to school, i suppose. but i think most people would frown on a parent refusing to give their child the best schooling.

Good for the parents. It makes a child responsible to really learn when they are at the university. If a person does not have a personal stake in what they are doing they will not put in as much effort.
I overheard a guy say "I love going to class high" (as in on drugs) Do you think that if he was paying $15,000 to $20,000 per year for school out of his own pocket he would do the same thing?
Not to be to hard on you but you need to grow a spine and find a way. If it is really important to you, you will find one. Have you even looked for a way to go to school without your parents help and not go into debt? You should concentrate on finding answers rather then complaining like a preschooler. What you are really saying is "MINE!!!!"
Have you ever thought of starting a part time business to pay for all of your school? If you really look for an answer you will find one. Stop being so whiny, start looking and you WILL find a way.

At what point does the "child" really become an adult? Children THINK they have all the answers before they are even out of K-12 so if they thought they knew it all before graduation, let them find out what they do know AFTER Graduation....
Parents don't owe the children once they ARE adults so college, that's the child's responsibility as an adult. Parents did the job of raising the child now it's time to cut the ties and let the child make his/her own way....

I have five kids, the oldest only being 7 now but I DO NOT plan on paying for their college. My parents did not pay for mine and I got throught it just fine and believe me they could have. Sometimes a parent needs to show thier kids how tobe resposible. If you pay everything for your kids they will not value it. They may even just goof of and party all four years but when it is coming out of your own pocket or know you have to pay it later then you think differently.

I think it is crap in any country. If the parents can afford it then they should contribute as much as they can. Remember, odds are that your children will be taking atleast "some" care of you when you get older, so why not help them as much as you can to establish a successful life. If they can't afford it then they can afford the time and emotional support to help you find it yourself.

Parents are not obligated nor required to pay for their children's college education. There is nothing wrong with scholarships, grants, student loans or just plain working to earn the money for themselves.

The government!? They spend too much on military hardware, lowly slobs who refuse to work, and in some places, drug addicts who refuse to clean up. They need to make this expenditure up and the upper and middle classes are the working backbone of society...welcome to the game kid...
