Yes, their culture stems from their mixed Celtic and Viking Heritage. Unlike the rest of the UK, they were never occupied by the Romans. They have their own language, Manx, and their own currency.

I don't know about it's present state of culture but I do know that in the past it has been a highly spiritual place as close to the mystical version of avalon as your going to get. pagans, witches etc, goddess worship thrived there in the past.
