Reading is a great way to improve your vocabulary but it doesn't do much for your oral skills. The worst part about reading is that most of it is written in the third person singular. Many people can read languages which they cannot speak, which is unfortunate.
Depending on how far along you are, a group like Toastmasters is an excellent way for you to not only prepare things to say but also to meet and converse with new people. The real key part in learning a language is not just reading or listening, but responding. While you can do this in a formal classroom setting, which some others have suggested, perhaps even a CD containing conversation, there is no substitute for conversing with other people.
Lastly, while the social learning experience is somewhat painful at first, in most cases you will progress rapidly. It's also good to have feedback on your English so you don't pick up bad grammatical habits, which many Americans seem to have.

One of the best ways to get better at English is to enlist the help of a native speaker. Otherwise start writing it is great for learning the language and all its subtle intricacies. I also would recommend phonetics, by learning the common meanings of root words, suffixes and prefixes from old Latin or Greek you can begin to understand what an unfamiliar word means.

What country are you from? Many countries have an English as a second language class in colleges/universities. Good luck in finding something!!

yes definitely. You can still improve.

Just enroll yourself to any communication skills courses. There are a lot of organizations or schools out there who offer those kinds of stuff.

I improved but i'm not saying i'm already an expert because im still having grammatical errors.

Read novels and comic books. Watch your favorite shows in English.- over and over again. That's my secret to learning- enjoying. Try to memorize quotes from your idols in english. It worked for as a 7-year old. I even memorized the periodic table pretending to be dexter in cartoon network.

Don't bother taking classes. Hang out with English speaking people, and you will be fine.

read and practise english.no need for cources .u get many vocabulary books in the market.these will help u alot and congrats you have written correct english in your question!
