It's because their shirt gets in the way of finding their instrument.
It could also be they need to give their guts a breather for a few minutes.. and loosen the belt at any opportunity.

When the belly is large the hands can not reach down far enough. By opening the belt the bulge falls thus decreasing the volume and allowing a better reach.

If your boxers have a button it is usually qucker to unbuckle and go over the top of your shorts, then trying to unbutton and manuver the little fellow out; then button again.

Why do some men "insist"? You mean, they start to do it, and someone in the men's room cries, "NNNOOOOOOOOOOooooooo", and the pee-er yells back, "I INSIST!" and undone comes the buckle?
I'm not sure that's really true.

It is more comfortable that way. I also wonder why mens underwear has the "barn door" built into it. I don't know anyone who uses it.
