This is one of the many expressions we Indians keep on using, despite they being examples of incorrect or rather 'bad' english. A better way of asking is "Do you know whether/if ...?" However, since in India we all use this expression, and much too often, let the thought of it being not grammatically correct not haunt you. and I should remind you that few native speakers of the english language ever use grammatically correct english to express themselves. Somehow that incorrect english becomes a fashionable slang, while the native speakers laugh at our mistakes at efforts to speak their language.

It could be used in a sarcastic sense as well.
