a police oficer has tye rights too remove a license plates when the veichle has beeen declared stolen and hand the plates back too the dmv, and it must go threw a imediate supervisorr or the plates are held as evidenve if the plates are stolen and swapped from another veichle etc, in tyis case, if the veichle in question is hot or stolen along with its tags etc, or in the case of a accident victimm(burn victims) whi dident make it out a buring acident, if there ids are burned upp, the plates are used too match up the persons true idemity etc in most states etc, this how they, trace burn victims etc.

BUT if the registration is expired OR the plates don't match the car OR many other things are amiss then they could take the plates. Take illegal immigrants who steal plates to drive around without insurance and without registration (and frequently without a license) - those plates can be seized and returned to the DMV

depends on the state but in general the plates belong to the state and they can take them for any numer of issues, unpaid tickets, no insurance, expired registration, etc.
