Well, for some it does make a difference that they are citizens. It is more like waving the flag of Texas, except that PR never tried to secede.
Waving the flag of Mexico wasn't an issue until all of the 'reconquista' stuff which sensitized people to the fact that sometimes that flag is being waved in aggression against America, rather than in celebration of ones own culture.
Either way it is freedom of speech. However, where the people are illegally here and people are deciding whether they should let them stay forever, the 'reconquista' ones are some illegal immigrants people don't want to have stay. (Those that are deportable, that is. Personally, I think the reconquista ones are more the ones born here, first generation, than the actual illegal immigrants.)

I do care if someone flies anyother flag in the U.S. other than the American..
However, I don't have a problem if the "other" nation's flag is flown below the state flag (which is flown below the American) unless you're in Texas or Virginia)...
To "big balla".. the first comment.. Puerto Rico is a commonwealth. Back in the 80's I believe they were thinking of making it another state.. That didn't fly though..
Anyway-- So, I believe they are citizens.. just like an individual born in Guam.. or the Marshal Islands, etc...
So all in all, flying the Puerto Rican flag is like that of another state. Get it now? Cool...

Puerto Rico would like to be a state, but they dont want to pay taxes. To answer your question though, i have a problem with anyone waving the flag of another country as if they are saying they are more proud of it than the american flag, but wish to be an american citizen. Its time to stop the craziness abound in this country. If you are an American citizen, you are American, not Mexican-American/Italian-American or whatever. Be proud of your citizenship. And honestly people, when was the last time you waved your states flag, ever? I'm from Pennsylvania, Wooooooo!!!!!!! (as i wave the flag), come on!

Puerto Ricas (whatever they are) may not be citizens, but Puerto Ricans are indeed US citizens.
Having a green card (permission to live and work here) is not the same thing.
That being said I think anyone should be able to wave any flag they want!

First, I dont care for the Puerto Rican flag either.... BUT Puerto Rico is a United States Commonwealth.
They are part of the US a&&hole. They are citizens of this country.

I don't care if either wave their flag. I just don't understand why a Mexican would WANT to. If Mexico is so great then why are they not there? It just never ceases to amaze me, it is like the same mentality of a woman that keeps going back to an abusive husband.....
