use Netobjects Fusion its easy to use and you can get lots of templates on the internet. The latest version is 9, you can usually find a free copy of 8 on a pc magazine CD

it's a simple thing here is the simplest two ways,
1) using frontpage software from microsoft
2) using dreamwaver mx from macromedia
these softwares simple as microsoft word, you do what you want like word then save it , and view it on browser, as simple as it is.
