If you have zero experience in this type of thing, a lot of simple web page building functions can be performed in Microsoft Word. There are more fully-featured software programs out there like Dreamweaver, but the best thing you can do is learn HTML. There are plenty of tutorials on the web, and it's really easy. Once you understand the basic structure and syntax of HTML, you won't need to know all the tags. If you're just interested in keeping a personal website, you might consider just getting a blog at xanga.com or myspace.com or one of the many blog hosts there are out there.

It depends on what you want to do with it, how much, or if, you want to spend on it, whether you want to use a free service, or not.
Yahoo.com has geocities, which has pagebuilder, but, if you only use the free parts, you'll have a limit on your transfers and that can shut you down. If you want a business site, you can still use Yahoo, but, paying for it would be a good idea.
Otherwise, finding a domain and learning the intricacies thereof would be your best bet.

A friend sent this link to me today boasting how easy it was to download a free template and html editors
http://www.google.com/url?sa=t&ct=res&cd=1&url=http%3A%2F%2Fwww.coffeecup.com%2Ffreestuff%2F&ei=DlDQRLL-Mcr0aIfu1LsE&sig2=biZ3Kz2RGT02atftDLNzaQ

I took a look at this site, it is awesome all site templates are free and all you need to do is edit the html using an editor like frontpage or dreamweaver

I did see something about them supplying their own HTML editors as well but didn't pay much attention to them

Learn the HTML language. I'd like to help, but it would take too long to fit in here :-) Anyhow, you can find lessons for free on the Internet. I'd advise you to go to http://www.devguru.com and see what you can find there.

Good luck and success!!!
