yes, absolutely the same color. To do it differently will make it look tacky. Take a piece of paper and draw a wall, add the wainscot and the chair rail. now color only the wainscot the same way you would do it on the wall. See if you like it or if it looks tacky.

Yes you do, with the upper wall done in (usually) a complementary, not highly contrasting, color. Note that the door trim should be done in the same color as the wainscoting.

No it's better to have a contrasting paint , If you paint them all the same color it looks cheap and tacky .
