Novelty Note kit problems....very strange problem?

I bought one of those novelty note kits from ebay, and made my first note up as a doctor who one, the problem is whenever I try to print it out, it only prints half way and displays "www.rulesforuse.org" underneath. It does'nt matter how I print it or even if I print the screen it still shows up. The www.rulesforuse.org website is something to do with counterfeit money rules, but I want to know how they can tell I'm printing out novelty notes??? It's a little worrying, and very big brother like. Anybody any ideas????
