when i was in the navy around Desert Storm we heard about Bell Law that military personnel can apply for that can lower your interest rates or even stop them while you are serving in a war time operation, i tried it but was told that i had to be in actual combat at that time for certain amount of days, i think are military men and women now qualify for that.

You are talking about the Soldier's And Sailor's Civil Relief Act. This law will only lower interest rates for debts incurred before a period of military service.

Generally the people who get the most benefits from this law are people in the reserves.
