Because cats are weird. Mine scoops it out of the bowl and into the water dish. When its soaked enough, he scoops it out and eats it.

I love the thought that your cat is looking for the free gift at the bottom of the food......
But I think it is more to do with his individual purrrrsonality, and perhaps his early life experiences.
However domesticated they are, cats are primitive creatures, and their instinct is to eat fresh food in the wild.
Perhaps he finds the plate a bit too sophisticated. He might be communicating to you that as a cat he'd just as soon eat the food off the floor.
All cats have some little habit that seems eccentric to us.
One of my cats insists of dragging his bum along the floor instead of using toilet paper...!!! (This can be especially embarrassing when there are guests, especially when he leaves visible skid marks!)
Interesting question. Your cat sounds a real character!!

Maybe s/he feels more confortable eating in on the floor. There are no boundaries (i.e. the bowl dimensions) to worry your cat. Maybe s/he feels confined if eating from a bowl/dish or just likes the look of the carpet/floor as it blends in with the meal!?

My cat buries her head in her dry food bowl and eats her way across it, pushing the food with her head like a little bulldozer. When she's finished there's always a pile of food up on the edge of the bowl and behind it. lol
Cats just have their own way of doing things.

Our cat does the same. We put a plastic place mat under his bowl to make the floor easier to clean.
I think he does it because the rim of the bowl touches his throat when he eats.

A cat isn't fussy - just as long as you remember he likes his milk in the shallow, rose-patterned saucer and his fish on the blue plate. From which he will take it, and eat it off the floor. That's what cats are like - you can't train them to do anything - they are their own person.

Because he wants to. My cat Milo does the same thing...he will carefully flip one piece onto the floor, eat it, and then do the same with another. I am sure he has his reasons...my other two cats don't do that.

This is probably just your cat's choice. Cats have personalities and their own way of doing things. My cat sometimes puts her paw into her water and then licks her paw off instead of just drinking the water. It's almost like she's putting on a show, so we'll say, "Oh, isn't she cute!"

Your bowl maybe interfering with his whiskers.
If they touch the sides of the bowl he will have his balance thrown off. Try a plate instead.
Cats use whiskers to judge distance and to him it may not feel big enough to eat from.
