The male should have the operation. For men, the operation to become sterile is called a vasectomy. It only takes a few minutes in the doctor's office. It is not a 'major operation', as it is for sterilizing a female. For the male, there are few (if any) risks to the operation, whereas for a woman is it major surgery and carries all the risks of that. A man recovers from the procedure very quickly; there is some discomfort afterward, but a man can resume all normal activities the same day (work, etc---not jogging, at least for a few days). It take days or even weeks for a woman to fully recover from a tubal ligation.

For the female it is a major surgical procedure..... not so for men!

men should! less risks if i remember correctly from nursing school. and one prof. in college said he got one and it wasn't that bad. he said there was no difference in his stuff. also easier to get reversed.
