Contrary to what passes as conventional wisdom regarding this questions. I would say yes. However looking out for your personal safety and security should be paramount. I met my future wife on line and the process included meeting in person (obvious). Just make sure to meet in a public place.

If you feel comfortable with it yes go for it but be very carefull. Can you be %200 sure he is deaf? he may be playing you to get your sympathy and friendship. If you go through with it arrange a meeting in a public place so you will lessen the chance of him doing something uncalled for or taking advantage of you.
