The agents of Bush are not vigilant. They should have intimated the fact to the President.
Osama is shrewed and he was working for CIA and knows the ins and outs of the agency. So, he misguided the agents who were looking for him.
And, even though Pakis are friends with Bush, religion is more important for them. They would not report about him to Bush. Also, why should they lose the business?
