You need to train him to walk beside you, do it by rewarding him when he does it and firmly saying no when he pulls on his lead...be patient training doesn't happen overnight. Neutering your dog will stop him from chasing female dogs but that to will take a little time because he will still have some hormones in his system.

yes, it can change thier behavior a LOT depending on the type

no i don't think so because that is its instinct and by neutering him will mean that he won't be able to reproduce but he will continue to try to do so but he will calm himself after some while
