i can help you get rid of it but it requires going through the registry which is a place u dont wanna mess around with send me IM on yahoo

Highlight the DLL file and click right hand mouse button. It is right protected. Unchecked that and then delete it.

try to rename that file to something else and then delete it
or
cut paste it to some other place then delete it.
or
rename the folder where it is located and then delete the whole folder.

May be it is shared library file. You cant remove a file if that file is used by Windows.
