In the event of national emergencies, a series of seven different alert Conditions can be called. DEFCON 1-5 are ready-states of alertness declared by USSTRATCOM. The old SAC declared DEFCON 2 during the Cuban Missile Crisis, the only time up to that point in history we've been at that level (ready to strike targets in the Soviet Union).
EMERGCONs are even greater states of war readiness, these are times when the USSTRATCOM commander has determined that a nuclear attack is underway or imminent, either against continental USA targets or US installations.
During the 9/11 attack, we were only placed on DEFCON III, even though continental US was under attack.

DEFCON 1: Maximum force readiness.
DEFCON 2: Increased force readiness (less than maximum).
DEFCON 3: Increased force readiness.
DEFCON 4: Peacetime; Increased intelligence; Strengthened security measures.
DEFCON 5: Peacetime
The highest alert condition the US military has been at was DEFCON 2 - During the Cuban Missile Crisis.
That's the definition at Wikipedia. What DEFCON were we at on that particular day? I BELIEVE we went to DEFCON 3.

DEFCON 1 is a normal state. During the 911 attacks the government rose to DEFCON 4. Had these attacks been commited by a country like China, just for example, we would have gone to DEFCON 5 which is an immediate state of war, indicating a live attack against US territory.

With every day pass, our country is getting into more and more trouble. The inflation, unemployment and falling value of dollar are the main concern for our Government but authorities are just sleeping, they don’t want to face the fact. Media is also involve in it, they are force to stop showing the real economic situation to the people. I start getting more concern about my future as well as my family after watching the response of our Government for the people that affected by hurricane Katrina.
According to recent studies made by World Bank, the coming crisis will be far worse than initially predicted. So if you're already preparing for the crisis (or haven't started yet) make sure you watch this video at http://www.familysurvival.tv and discover the 4 BIG issues you'll have to deal with when the crisis hits, and how to solve them fast (before the disaster strikes your town!) without spending $1,000s on overrated items and useless survival books.

That is a fine question, though I would say if it was imposed, then it must have been delayed, since the secret service only decided to move Bush 28 minutes after they knew unequivocally that the nation was under atack, which goes against secret service protocol.

"DEFCON" alerts haven't been used in over a decade. We use the Color System.
FYI: If Los Angeles was ever to become a threat we could be at Terror Alert Level "Fabulous Rainbow!"
