I would have guessed around 14 years old. She is not flat-chested but she does have smaller breasts - not uncommon for girls that age. Within the next 2 - 5 years, she can have a major growth on her breasts (which would be a pity to me because I love smaller breasts).
As long as she is a good person who treats people well, her breast size is not the least bit important.
