like in Indian/Bollywood movies, all the actresses/actors skin appear lighter/glowy when in reality they are not.

Back in the "old days" when the dinosaurs roamed the earth and you could buy a plain UV filter for your camera (can you still do that?) we used to smear vaseline on the filter (I must impress... NOT the lens itself!!!) to get a soft focus. We would leave a circle in the centre clean for sharpness, then the outside of the image would be soft... very nice for portraits. There were filters like this available, but hey - vaseline was cheaper.

that usually has to do with the film processing or filters on the lens itself. also, if it's digital, those effects can be done in post by a variety of software.

It is not about the lenses, there are some filters out there that does that.
