Something I have seen for walls which can be most effective is a glitter topcoat:
"Glitter Effect is a transparent topcoat that can be applied over painted surfaces to create the thinnest veil of sparkle on walls or craft projects. Tiny specks of reflective material catch the light, giving a whimsical twinkle to rooms or painted furnishings."

I know places like Menard's and Lowe's you can have glitter mixed into it, but I was told by a friend that it is hard to paint with. When my Mom used glitter on her walls, she would paint part of a wall at a time, then put glitter in her hand and just blow it on the wall. You don't exactly get a uniformed (exact) look but I loved it. She put red glitter on white walls.

Check at Homedepot and Lowes. They carr some stuff around the paints for kids rooms that has a sprakle glitter effect. Also you can try a paint company like Duron.

hmmm i haven't seen stores where i live selling such paint types. i know there are glitter glues, metallic sheen paints and paints that look well with glitter (bright and shiny types like gold/silver). my suggestion is that you purchase glitter by its own and just add it in. when the paint dries it will too.
other than this idea, the only thing with glitter in it that i can paint with is nail varnish... =//
