The Honest Way:

It is better for them to know the truth than to wonder why little Max isn't anywhere to be found. This is why the cat should not have been outside. I accidentally ran over my own cat a few years ago- It's head made a terrible popping noise when it got crushed, and I still can't forget that sound. It's better if the girls don't see dead max-missing eye balls, etc.

Be honest and tell you neighbor what happened.
We had a neighbor once who hit another neighbor's dog. He placed the dog on the side of the road and made it look like a hit and run. YEARS LATER, he finally felt guilty enough that he told the neighbors the truth.
MORAL OF THE STORY -- Do you want to feel guilty for years and years, or do you want to feel like you did the right thing by telling them the truth?
Will they be hurt? YES! But how will they feel if they find out from someone else that you did it and lied about it?
Do the right thing!

You have to fess up. It was an accident but don't make it worse
by leaving your neighbor in the dark. But you want to talk to the
parents alone, not with the kids around. Tell them exactly what
happened, how you couldn't avoid the cat and how horrible you
feel about the cat's death (fake it if you hated the cat) Tell them
that you have the cat wrapped up in the bag and that they
really don't want to see him. But they may want the body to
perform a funeral for the kids so they can understand what
happened. But do it soon, the longer you wait, the worse you
will look.

Ok, don't like take the trash bag over there and leave it on their doorstep. That would be bad. And don't, whatever you do, tell the kids. Call the mother and tell her so that she can break it to her kids. If anything else, offer to buy them another one or just give them money for it. Anything would make them feel a bit better. maybe offer to bury their cat for them. Oh, and above all else, hose off the blood. That's going to attract flies, dogs and maggots. That's not good either.
PS. Scoop up his eyes and put them in the bag also. It's going to need them.

Tell the parents and make sure the kids are not around. Being truthful and honest is important. I would not mention the blood on your tires or the eyeballs. That is way to graphic. Ask them if they would like you to find a new cat. Kindly!!!! Tell them you still have the cat if the girls wants a burial for closure.... again kindly!

I know that this is bad and you are afraid to go and tell them what happened but don't keep them looking for there cat not knowing where it is will make them worry more. It was an accident and they know you would not do something like this on purpose. Just go and tell them the truth and offer your apologies and help them in finding another pet. If they are decent adults they will understand and be more proud of you telling them the truth than leaving them in the dark.

Tell your neighbor and get a replacement from the humane society. Most people understand when this happens, If they don't well screw them. People shouldn't get mad when their pets are run over when they let them run wild.
P.S. You also need to paint a small silhouette of a cat under the driver's window. You know like WWII pilots did on their planes

Do the right thing and just be honest. You're both adults, and I'm sure they'll understand. Offer to buy them another pet, but be sure you tell the parents when the kids arn't around. And you should tell them as soon as possible! The longer you wait to tell them, the more it will sting when you tell them. If you wait a couple of days, it makes you seem suspicious. Because they'll think you considered not telling them. Good luck and make sure you tell them asap!

are you on good terms with your neighbor? If unable to confess that you did it tell them you saw a cat that looked like theirs down the street dead from being run over. And that probably by now animal control took care of it. Maybe put some rocks over those eyeballs....
