The conversion rate from kg to pounds is 2.204. Of course 2.2 tends to be close enough, as per the first answer.
Your weights sounds perfectly normal to me. The more important question is: are you healthy and fit?

(Use calculators at http://www.worldwidemetric.com/metcal.htm)
Body mass index (BMI) is a measure of body fat based on height and weight that applies to both adult men and women. The BMI categories are:
Underweight = <18.5
Normal weight = 18.5-24.9
Overweight = 25-29.9
Obesity = BMI of 30 or greater
Your BMI is 23.8, which puts you in the normal range. See http://www.nhlbisupport.com/bmi/bmicalc.htm for details.

About 140-150 pounds. And 164cm is about 5.3 feet.
You really can't say whether or not someone is overweight just by their height and weight, since that means bodybuilders are overweight- they can be short and weigh a lot. It could just be muscle.
