Also I am 164 cm tall am I over weight???

The conversion rate from kg to pounds is 2.204. Of course 2.2 tends to be close enough, as per the first answer.

Your weights sounds perfectly normal to me. The more important question is: are you healthy and fit?

About 140-150 pounds. And 164cm is about 5.3 feet.

You really can't say whether or not someone is overweight just by their height and weight, since that means bodybuilders are overweight- they can be short and weigh a lot. It could just be muscle.
