Hon, my family immigrated here. We came through Ellis Island. We could not leave the island until we could speak English. We had to learn laws and such, we had to learn The American Way. The government wants immigrants to be successful in their endeavors to opportunity in this land, and that means taking the initiative to learn the language, the laws, the customs of what is normal so you don't recieve flack and endure bashings and hardships.
If I were to move to another country, I wouldn't and shouldn't expect the people to learn my language to communicate with me. I wouldn't and shouldn't expect the justice system or government to excuse me for breaking their laws because I am not from there and didn't know.
