well it depends on the city you live in
it depends on if you want to rent or own
it depends if you are going to hire a full time teacher or part time
in the state of ca you must have a credentialed teacher now.

It would help if I knew what city you lived in.

Here's a great reference book: Developing and Administering a Child Care Center by Dorothy June Sciarra... I just got it from Amazon.com and it has all the info you need! It talks about the licensing issues, credentials needed, setting up the financial part of running a business, budgets, funding, setting up the center, making policies, hiring, purchasing equipment, publicity, evaluations and running staff meetings. You can also get more specific requirements from the NAEYC or from the State of California Department of Social Services, Community Care Licensing Division. They handle all the licensing requirements and have all the laws, etc that you must follow. Good luck!
