Either the bride's father or the groom, depending on the preference of the bride.

When I was married, I had my dad lift my veil as he was giving me away. The pastor asked who was giving the bride away and my dad answered that he and my mom were. Then he lifted my veil and kissed me on the cheek. I wanted him to lift my veil as opposed to my new husband lifting it. I remember that the pastor said either way would be appropriate.

Some say that the bride's father should lift the veil before giving her away, showing to the groom that the woman beneath the veil really is the woman he is betrothed to. As you recall, this is how Jacob was tricked into marrying Leah instead of Rachel. He didn't lift the veil until the ceremony was consecrated and it was Leah instead of Rachel and there wasn't anything he could do about it. So a tradition started where the father of the bride lifted the veil to show that there was no trickery.

I think it's the father of the bride. I seem to recall wedding scenes in which the father of the bride kisses his daughter on the cheek before passing her to the groom, and he couldn't do that if he hadn't lifted her veil first.

It is the groom. This happens when the groom has to kiss the bride after the confirmation of their marriage vows and blessed by the Priest or Minister.
