I'm assuming you meant running speed.
Sprints, on an "inclined hill" will dramatically increase your speed.
Start with a gradual hill to start, and then move up to steeper hills.
The inclined hills will make you generate more muscular force and therefore, increase your "starting power" and "continuous output power".
So when you do them flat, it will be like running on air.

there are programs all over the internet. I like air alert II it increases your vertical as well as speed
