I don't know what exactly you mean by "spicy", but, yes
you do seem to get full flavor if the "spicy" food you eat
is temperature warm or hot. However, if that meal contains
any green chili peppers, like jalapeno,serrano etc. or red
New Mexico, Poblano, Cayan etc., you will notice the heat
got hotter as the food gets warmed up. However, it won't
get any hotter than when it was originally made.
So as a rule of thumb, it's recomended that if you're doing
the cooking, constantly taste the heat level as you add the
the chili pepper. Be considerate of your guests tastes as
well. Once you've made it too hot, you can make it milder,
but it will be difficult.
Black or white pepper is another story. It doesn't burn your
mouth instantly like green or red chili pepper does, but if you
put too much, your body WILL know it!
Know that Spice, whether it's powdered or fresh, does tend to
numb the taste buds in your tongue.The more you eat, in
time, you'll require a higher heat level to satisfy your taste.

No, what makes things like peppers "hot" is the chemistry.

The substance in peppers that makes them spicy is called capsaicin. It is concentrated in the veins of the fruit (not the seeds) and stimulates the nerve endings in your mouth, fooling your brain into thinking you're in pain. The brain responds by releasing substances called endorphins, which are similar in structure to morphine. A mild euphoria results, and hot peppers can be mildly addictive because of this hot pepper "high".

Remember, when handling hot chiles, wear rubber gloves and do not touch your lips or eyes.

sorry but it can increase the hottness do to the fact that heating peppers will release oils that can make the hottness hotter
