You will weigh the least in the morning before you've eaten, but as long as you way yourself at the same time, every day you should get an accurate result. & Most people fluctuate about 2-3lbs from morning to night. Also keep in mind if your trying to lose weight that about 1-2 lbs. per week is healthiest.

You will way the least in the morning or right after a workout when you are dehydrated. It really depend on your eating habits.
The best thing to do is to way yourself at the same time everyday and use only that one time to gauge your weight. Most people fluctuate 3-4 pounds during the day.

You weigh your lightest the very first thing in the morning. Of course it doesn't matter what time of the day you weigh so long as you weigh that same time every time. If you lose pounds, it will show up.

best time to weigh yourself would probably be when you wake up in the morning and have an empty stomach

First thing in the morning, before you eat or drink anything. I drink about a pot of coffee in the morning, so that would be added weight if I waited to step on the scale. :-)

In the morning.
If you weigh yourself at night, you are going to weigh more because you have eaten throughout the day.

I don''t think the time of day matters though you may want to weigh in at the same time each day.
