Your best bet is to search for schools that offer the program. Lewis University in Romeoville, IL is one of the schools. It's about 45 minutes away from downtown Chicago.

AOPA offers a directory of flight schools at: http://flighttraining.aopa.org/project_pilot/school/flight_schools/. You might also want to contact your local airport for an introductory flight lesson.

join the military - they will teach you to fly for free. there is no specific major you need to become a military plot, anyone will do.
