I didn't say "ti amo" to my ex-wife until I asked her to marry me, and she accepted.
It means "I love you", spoken as a declarative, un-emotional statement of fact. To this day, when I talk to my ex-wife, I still say this, because she shared my life, soul and heart for a long time.
If an Italian man or woman says that to you, and hasn't made some sort of solid, emotional commitment to you (asked you to marry him/her, etc), I'd run like the wind. You only say that to your family.

In Italy that would not be said unless you two are seriously going out, or engaged or even married. It means "I love you" and people in Italy do not just throw that around like we Americans do!

It means "I love you" and it is used informally between a man and a female. In many countries, "I love you" is said to everybody who know well (Bye mum, I love you!), but in Italy it is not used in that case, it is a typical expression of feeling between two lovers.

It s the highest expression of love here in Italy and normally, if u say it, u really mean it! It's so hard to say lol
