If you are 9 years old, even if you would have all the money in the world, you would still need your parents okay to get a dog. If they are telling you that you can get a dog if you have enough money to buy one, they aren't being fair to you or the dog. They are adults and they will have to take a big part in the care of the dog, no matter what you or they say.
But if you want to have a dog and make money, I suggest that you discuss with your parents the possibility of becoming dogsitters. People would bring their dog to your house while they are on vacation and pay you to take care of it. This would be a family decision and you would have to prove to people that you and your family are responsible and will take good care of their dog while they are away. (I certainly would let just anybody take care of my dogs). It's really fun, but it's also very hard work.
A similar option is to foster a dog from an animal shelter. You don't get paid, but you may be saving a dog's life. Dog shelters usually have too many dogs and some dogs really hate it there. So these dogs go to families who take care of them until they find a new home.
Then, if you and your family think that you are ready to adopt a dog, I am sure the money will be found to buy and take care of a dog.

I've never actually bought an animal...well except when I rescued one from the shelter...but that's different, he wasn't a pure breed. Anyway, if you're asking how to save up without cutting back on the other things in life...I do it by taking on other sorts of work. I house sat for a couple quite a bit when I was your age and worked a full time job. The money I made from house sitting paid for my cats vaccinations and would have been more than enough to buy a dog if I'd wanted to. Other options are stocks. I know you're a little young for it, but perhaps starting a portfolio in the stock market would give you a large return investment. It's a risky business though. I'm not sure how else people would get money besides working and saving it up. I guess you could always hit pay dirt and win the lottery. (I wasn't being sarcastic, just speculative.)

hmm...you're 9? You're an awefully good speller for being only 9. I know my 8 year old is extremely smart but I doubt she could spell "sensitive". Seems a little suspect to me.
Anyway, if you dont want to save your money or get a job (if you're 9 then you could maybe weed yards or clean your room and the rest of your home to get extra cash, etc.)...I guess you better get someone who is 18 to buy you a lottery ticket. That or borrow some cash for someone. Other than that, I dont know how you would legally get some money to purchase a dog.
By the way, no one...NO ONE...would ever sell a dog to a 9 year old.

If you are really wanting a dog and do not have the money, here is what to do. First of all you want to convince your parents that you are responsible and you also want to learn everything you can about dogs. Go to www.akc.org and then click on clubs. Find a dog club (all breed, obedience, etc) and go to a meeting. Talk to some of the members. You will probably find somone in the area who would be willing to let you come in a couple of days a week to help washing kennels, feedings, walking, brushing, playing with puppies, etc. Let them know you want a puppy and maybe they will let you work toward one. That will also give you a chance to learn, show your responsibility, and give you a chance to find just the right puppy. Run this idea past your parents and give it a try. Good luck.

Get a job... but you are WAY to young. Ask for allowence, do chores around the house and neighborhood, lemonade stands are always fun. More than anything you need to SAVE. Start a piggy bank.

you work by getting a job and making sure you can care for and feed your dog well and have all his shots given and get them spayed or neutered so you do not get unwanted puppies when the dog matures. they need lots of training and lots of love and patience. and make sure you have ample time to spend with the dog. never just tie them up and just feed them they need attention and love to be good pets. if u are good to your pet they will reward you with much happiness and be there for you. dogs are very faithfull to thier owners.
