You need to have Musa and Fonseca get back the social security and DFC money from government cronies and there will be enough to buy radios.

My suggestion and I know it sounds crazy, but contact the manufacturers and ask for a donation. Believe it or not, most major companies will have no problem donating to a worthy cause such as yours. It's going to take some letter writing and follow up on your part, but eventually you will find someone out there that will give you what you need.
To broaden the search, send the same "donation request" letter to all the law enforcement agencies you can think of. Police, sheriffs, dea, government, everything. Somewhere there are some radios that aren't being used that need a home. They are just waiting for someone to ask for them.
Believe me I used to work for a Chamber of Commerce and we started a business library with 25 books. Within 2 months, I had more books than we had space for. Publishers and major companies were happy to donate.

You need to put in a request to your state department. By law most surplus property of that nature is either destroyed, traded in to the manufacture or disbursed to other agencies.

The problem is the equipment has to be comparable to what infrastructure is in place. Does your department already have a radio system in place as far as transmitters and radio towers? All of the radio equipment in the world isn't going to help if there aren't any towers.

i've been to caye caulker and i would say the best way to attract attention is to put up signs as people get off the boats.
a great number of people visit your island and it is not unreasonable to think that very shortly someone who either has a line on radios or has disposable income to buy them for you will arrive and read your flyers.

Contact DEA agents at Embassy. Radios don't work without cell type towers all very short range. Feds spend money on drug war providing they believe the government is actually fighting it. Can get wire tap stuff too.
