what can we all do to stop the growing rate of poverty?

Experience is a good alternative.

Having Mentors taking "kids" under their wing and teaching them a trade or business.

Something along these lines would work. Even offering some sort of tax break for business owners that do take part.

I'd rather hire a person with a proven track record "experience" than someone that has book smarts. The books are great, but the true test is in actually knowing the ins and outs of the biz.

My late father-in-law's education ended at 6th grade because of the Great Depression. He never stopped reading and learning. He was a great man, owned his own home outright, and I was proud to have known - and loved - him!
Education level =/= poverty. I have known many rich people who were starved for love, affection, and self-worth. I have been poor, those things are much worse.

A good education makes you smart. Nobody wants to hire somebody who is not smart. There is no alternative.

Start teaching kids at age 3 about work and money. Give them a small allowance for doing "chores". Then, when you go to the store and they want a toy, you tell them how much money they need to earn to buy that toy. You use visuals to teach them. You show them they need "this much" to buy gum, and they need to "work" and save to get that toy.

Also, encourage the use of birth control.
