well, that is something i would say, or would have said perhaps when i was younger. and i'm insane, so generally i'd say it means that someone is insane
or more likely, afraid of commitment, a bit immature, unable to accept and deal with the pretty daunting notion of loving someone
or maybe something is just holding them back, could be their own immaturity, or someone who hurt them long ago, or some small little thing they see in the other person that scares them just enough to keep them from taking the leap
