But they really act normal, I don't see any struggle they had, and most of the classes they take are like honors and above, its almost time for school, and my friend really want to find out.

IEP stands for "Individualized Education Program/Plan." It refers to the program the state sets up for students with special needs that might interfere with their learning. For example, blindness, learning disabilities, or severe physical problems might necessitate that students receive different treatment, from simply extra time to finish tests or exemption from certain activities to placement in special classes or schools that can help them better. For instance, I have a speech problem - I am still in regular classes, but for years I got taken out once a week to participate in speech therapy.

I think that being in an IEP will be part of your friend's record, but not on transcripts or the sort of thing that gets sent onto colleges, and it's certainly not something that will be looked down upon of he/she needs it (actually, colleges love that sort of thing). However, if they want to get out, they're going to have to enlist the help of their parent/guardian. They should go talk to the special education coordinator at either their current school or the one that they'll be attending and request a formal meeting to discuss the IEP. The meeting will probably have the student, their parent/guardian, the coordinator, and possibly some teachers, a nurse, or a psychologist depending on the nature of the IEP. At that point, your friend can make a case that whatever their issue is doesn't affect their ability to learn, and they will be dropped from the program. It shouldn't be too difficult - from my experience, these programs are pretty underbudgeted and administrators are usually only too happy to have less people to take care of.

I hope this helps; good luck! Feel free to contact me through my profile if you have any further questions.

EDIT: I'm also in honors classes. Your friend may be brilliant but still have special needs, or he may have had needs when he was younger but not any more. It's odd he doesn't know why they're in the program - he has every right to. He should definitely go to his school and talk to his counselor or the special ed. coordinator - they'll be familiar with the situation, and will probably be more able to provide assistance.

An IEP is not a program, it's an individualized educational plan. Your friend is probably in RSP, Resource Specialist Program, and having an IEP is something all RSP kids must have. If your friend is in RSP, it means that they are average to above average intelligence, but there is a learning gap between their intelligence and their academic performance. It is absolutely a part of the student record. It has to be. The only way to get out of RSP is to improve academically and graduate from the program.

By the way, it isn't the end of the world, and will not affect your chances of getting into college.

The CLASS IEP program allows teachers in Special Education to prepare correct Individual Education Plans (IEP) for special needs students as specified by the Federal Individuals with Disablitites Education Act (IDEA).

The IEP is for students having learning problems. The only way to get out is to be able to do the work, learn the material and pass the tests. It's the same as being developmentally handicapped or a slow learner.
