Read stories. Play simon says. Play I spy. If you have some old magazines they can cut out pictures and make a collage. Also you could make playdough.
Play Dough Recipe
4 cups flour
1 cup salt
4 cups water
4 tablespoons oil
1/2 cup cream of tartar
Mix all ingredients in a sauce pan. Cook and stir over low/medium heat until play dough is completely formed and no longer sticky. Allow to cool slightly before storing in an air tight container or zip lock bag.
Variations:
Add one package of unsweetened powdered Kool-Aid to your playdough to give it a great smell.
Watercolor paints are always fun. My 6 year old son loves to paint, and water colors are fairly clean. Get a whole bunch of odds and ends kind of craft stuff like empty toliet paper and paper towel tubes, yarn, buttons, twist ties, milk jug caps, whatever you have on hand and let them create something. Make a fort with an old sheet and some chairs. Just have fun!

I have a 7 and 4 year old and the very best thing you can do for them is put them on a schedule with 30 min time limits. like 30 min. tv time then 30 min art and crafts time. 30 min. outside time. ect. then they know what they are doing everyday and they look forward to it. you can find several websites with all kinds of idea's on arts and crafts with things around the house. Have fun

Ironically, I am the mother of a 7 year old boy and 4 year old girl. Their favorite activities are:
Playdough: always bring out kid-safe kitchen utensils for this activity and make their clean-up a requirement for playing in clay "next time"
Paint: My favorite is using sponges, q-tips, potatoes, marshmallows, yarn, and rags to do big designs on butcher paper in the kitchen floor. If room does not allow for this, then simple water colors and paper will do. The 4 year old may need you to draw a picture first. Or have the 7 year old draw a pic for the little one to paint.
Sherades: You have to referee this and get involved, but we do catagories; animals, foods, sports, alphabet letters etc.
Baking: Get kids in the kitchen to make something, they will be entertained for hours! Again, make clean-up a requirement. (as long as you do with them, mine don't complain)
Hide the _____: Have the kids pick a small toy. everyone leaves the room while kid #1 hides the ____. You and kid #2 come in when it's ready and look. You can play with "cold-hot" hints, or more specific hints like "the ____ is hidden somewhere above my knees"
Craft Sticks: Walmart has cheap boxes of regular and jumbo craft sticks. tape several together flat and let the kids color a picture that spans all the sticks and they've made a vertical puzzle. use yarn and glue and wooden beads to make marionettes with their craft sticks, build a little log home and tell a story of the family that lives there.
home-made pinata: blow up a baloon, use napkins, construction paper or paper towels or whatever is easiest and a runny glue solution. mix white elmer's and water in a big bowl until it's soupy enough to wet the napkins. use torn-up paper pieces dipped in glue (both sides wet) put the paper pieces all over the balloon, at least 3 layers. Let dry for a day, and get some pointy scissors to poke a hole in the pinata, the baloon pops. Carefully cut an opening to fill the pinata. let them paint, color, put stickers, or streamers, or whatever else.
water play: if it's hot, give them pitchers, bowls, ladels, measuring cups, sponges, and a hose turned on low. play for about 20 minutes and turn off the hose as you bring out popsicles. (you're the coolest babysitter EVER!)
Make your own pizza: give them toppings, and pita (or french) bread and put their creation in the toaster oven or broiler for lunch! remind them that they will eat what they make.
sewing: believe it or not, kids love to see that needle make cloth stick together. give them washcloths and needle/thread (check with mom to make sure the kids are old enough before doing this) and tell them to make a 4 square towel (four washcloths sewn together into a bigger square) bright thread and bright-colored washcloths will make this a great gift for them to take home to mom. (again, best babysitter in the WORLD)
Gardening!! Go get a 6 or 12 pack of different annuals, 2 big pots and a big bag of potting soil. tell them to design their own flower garden. Use big spoons or scoops for soil, and be sure to tell them that their flowers need rain (water them) and sun to thrive.
give small rewards when they are helpful. Give bigger rewards when you don't have to ask.
Enjoy. I Hope this helps.

Try having them make pictures for their parents. Or you could turn the lights of and play flashlight tag. Other things are dress up (if they're girls), puzzles, pop some popcorn and put them in their pajamas and turn the lights out and watch a movie, Mother-May-I, etc.

LOL! I have a four-year-old and seven-year-old. Well let's just say you shouldn't put them together or hell breaks loose. My daughter, who is four, loves to be outside. That's all she does is play outside. My son, who is seven, likes to draw and color. He loves to make up comics sometimes, too. He is obsessed with it. Grace just goes off and plays "House" with baby dolls and things. Jacob likes air hockey and comic books and Legos.
