You can pick them anytime. If you want them ripe wait till they are completely orange. Personally I do not like the waxy taste of Habeneros. I grew some a couple of years back and ended up leaving two hundred of them on the plants and to my surprise I had two plants pop up the next year.

pick one and take a bite of it
if your ears fall off and your lips jump off your face and run away
they're ready
