If you sprinkle 20 Mule Team Borax to kill fleas, will it harm my cat?

Pay 19.99 for Frontline at your veterinarian.
Pay 300.00 to treat your cat for "owner induced exposure to toxin" treatment at the veterinarian.
You decide.
This type of question reminds me of the woman treating herself at home for "chronic allergies" only to find out she had lung cancer (end-stage) which could have been treated had she gone to the doctor months before when it started.
There are no shortcuts to proper health care - even for your pets.

Yes and no, if you use it around your pets it can harm them in a few different ways. However if you use it right and take care with it the borax will kill fleas.
Example to kill the fleas in your carpets you can sweep sprinkle the borax and let it sit up to 2 days then sweep it up and dump the sweeper in the outside garbage, preferably as far away from your house as possiable, this will kill adult and larva stage fleas. Its important that your pet does not enter this area of carpets while the borax is there to pervent exposure.

Most likely. Invest in proper flea treatment for your pets (Advantage or Revolution) and if you home needs it, your vet has sprays you can use. Good luck!

it shouldn't, although any powdery substance has the potential to irritate the respiratory system, doesn't it, so just be cautious

Yes it is TOXIC, do NOT use it around the cat.
