Jackpot players always lose in the long run. You can't beat a computer. Is there a programming logic e.g. pays higher probability on low bets and very low probability on high bets? If you hit a jackpot on low stake, would that same "hit" happen if the stake had been higher? Or are the machines programmed to "tease"?

The machines are pre-programmed but can be, and are, adjusted by mantainence personnel. What percentage of money must be paid out is set out in the legislation of each state and the machines are programmed accordingly. So, yes they are programmed to tease. In the long run you will not win on the slots. If you are ahead - get out.

The odds of a winning combination have to be consistent. For example, take a video poker machine, and you have a 4-5-6-7-x, and you draw one card, to go for a straight. There are 47 cards left, and 8 of them will win (four 3's, four 8's). So the law says you must win 8 times out of 47. And you will lose 39 times.

But those 39 times could be 'teases', where a 2 or 9 comes up more often than a face card or ace. That gives the impression that you 'just missed' your win.

The game isn't fixed against you, but it is programmed to emotionally manipulate you. Slots have similar technology that keep the odds of a payout fixed, but make your failures appear "close to a win", to keep you putting them quarters in again and again.

Above answer are correct; numbers are randomly generated but within a universe that will only allow about 90 to 95% payout, which varies by machine, casino and state.
Another interesting bit of info is that the iNSTANT you press the button (or pull the handle if your machine has that option) your combinations are selected. The spinning of the reels for a few seconds is just for entertainment value, the outcome was already determined the millisecond that you pushed the play button.

slot machines are programmed with a random generating computer chip and every machine is guaranteed to pay out approximatly 90% but that may only be 1 coin. it does not depend on how much you bet
