There are a lot of policies that effect the airline industry, everything from trade policies to where we buy our crude oil and including environmental, safety & security policies we enact and require the airlines to comply with. For some info you can look at the FAA budget proposal for 2007 and see where they want to spend money, because the airlines will be complying with FAA rules in these areas. Also here is a link to an article where the FAA is forcasting the fiscal future of aviation.
