I would suggest a two step approach:
1. Take drivers ed and have the parents VERY actively involved in the teaching process. Take extra time to make sure that the teen can execute all the manuevers well. This usually cannot be done in the 5 or 6 months that a teen has before they are eligible to take their drivers test (which, lets face it, is a VERY simple driving test).
2. After the teen has gotten their license, enroll them in a defensive driving course such as one of the following...it is expensive but you know first hand the consequences.

Can try Comfort driving ctr / SSDC / BBDC,. they have a refresher lesson. The instructor is cover the expressway, long narrow slop / bend like (kent ridge rd) & etc. Check them out.
